It turns out the Android Chrome browser seems to have a problem with UTF-8 encoding in the file name. In our code, we're encoding the file name with UTF-8 encoding to handle non-ascii characters. But, the Android Chrome browser seems to choke on that since it downloads correctly when I take the UTF-8 part out. I was able to share the file to OneDrive, but still not able to play it there. Redownloaded it to my SD card in the phone, but to the downloads directory, but still won't play it. I am hoping I can play it on the laptop. I have not tried VLC for Android yet, either, but that might be able to play it. Chrome does not link to other files on the device, but you can use js and CSS by, using and tags and these will be included in the web page. But, for other files, like image, audio, videos, etc. it can't be done on Android still without any server established by 3rd party apps.
